Governing the boundary between model generation and institutional authorization.
Since 2025 I have designed and built five live AI governance products (plus a preceding consumer AI platform) as Founder and Sole Architect of ENTRUST AI. In my hardcover book The Bounding Gap, I named the distance between what an AI model can generate and what an institution may authorize—and argued that governance belongs at that boundary, before consequence.
Behind that work stands an executive’s past: I led technology for telecom carriers in Brazil and the United States, including Nextel International (VP of Technology / CTO, Brazil) and the BellSouth / Safra Bank partnership (BCP), directing organizations of up to 200 people across 30 cities and reporting to the president. Earlier, in the 1980s and 1990s, I architected 100,000-line ANSI C international switching operations and real-time AI music-notation software for The Juilliard School (won in competition with MIT) and Sam Ash. Between telecom leadership and ENTRUST AI, I gave almost 25 years to rabbinic scholarship and wrote more than twenty published books.

Production AI Governance & SaaS Systems
Each product architected end-to-end—from cryptographic verdicts and MCP servers to WorkOS SSO, Stripe billing, and multi-tenant Supabase RLS.
APEX
High-Consequence Writing & Release Gate
Release certification for high-consequence institutional writing: donor letters, replies to regulators, and notes to a board. An adversarial pipeline drafts, attacks, and repairs the text, while fixed rules in code—never a model—decide the release.
CGM (Continuity Governance Mesh)
5-Level Ladder: Observe → Enforce
Independent judges check every governed turn against the session’s declared objective and 20+ named integrity failures (authority laundering, unauthorized sequencing). A deterministic rule check overrules judges, and corrections are written by the engine, never a model.
The Pilcrow™
Deterministic Release Gate for AI Output
The verdict engine has no AI in it: 17 built-in rules of form and wording, banned words, and custom rules return RELEASE, REVIEW, or REJECT with plain-word repair guidance. AI is used only to draft candidate rules from policy documents across 8 providers.
LUCID
Pre-Prompt & Post-Answer Epistemic Auditor
Chrome extension running inside Claude, ChatGPT, Gemini, and Grok with its own backend service. Holds a professional’s work to a user-defined Standard: pressure-tests prompts before sending and audits answers after.
Fractal Memory™
5-Depth Cross-Model Session Continuity
Carries a working session from one AI to another across Claude, ChatGPT, Gemini, and Grok. Compresses an active conversation into a structured continuity document at five selectable levels of depth and injects it cleanly into any target model.
RecipeGen™
Multi-Agent Built Platform & Video Pipeline
Built over seven months prior to the governance line by directing three AI coding agents (Claude Code, Cursor, OpenAI Codex). Features a 4-level deterministic fallback matcher and Google Veo 3 AI video generation with credit gates and monthly budget guards.
Technical Matrix & Executive Capabilities
AI Governance & Cryptographic Evidence
Controls Built & Running Across 5 Production SaaS Systems
- Runtime Enforcement: Deterministic gates that release or reject AI output before it becomes an institutional record or commitment.
- Policy-as-Code & Agentic Governance: Turning written institutional policy into executable rules; placing a person with authority before an agent’s high-stakes actions.
- Session Governance: Keeping autonomous agents bound to declared objectives and correcting drift via deterministic engine rules.
-
Tamper-Evident Receipts: Signed cryptographic proof that controls fired (
Ed25519,HMAC-SHA-256, hash chaining).
13-Model Ecosystem & Cross-Vendor Auditing
Adversarial Cross-Examination with Deterministic Final Verdicts
Setting one vendor’s model to examine another’s work while keeping the final verdict strictly deterministic in code.
SaaS Product & Agent Infrastructure
End-to-End Architecture from Sign-In to Payment & MCP
C-Suite Telecom & Early AI Foundations
1983–2001: From Bare-Metal ANSI C to 200-Person Carrier Orgs
- Carrier Technology Leadership: VP of Technology & CTO at Nextel Brazil (200 staff, 30 cities, reporting to President); Director of Technology at BCP (BellSouth / Safra Bank); Strategic & International IT Councils.
- 100,000 Lines of ANSI C Switching: CTO of Dereck Technologies—architected 24/7 international telephone switching across two countries with adaptive heuristics and patent-pending voice-over-internet backbone.
- Early AI (1980s–1990s): Real-time AI MIDI music-notation system bought by Sam Ash; computer-based music platform for The Juilliard School (won in competition with MIT); circuit logic-minimization solver & graph-theory OR tools in C/Assembly.
Books, Governance Theory & The Experand Program
The Institution Before the Machine: Authority, Legitimacy, and Institutional Governance in an Age of Artificial Intelligence
A comprehensive examination of institutional authority, evidence, accountability, and corrective obligations when AI systems execute consequential decisions.
The Bounding Gap: Why Institutions Must Govern Before AI Becomes Consequence
An examination of institutional authority, accountability, and governance at the exact point where AI outputs cross the boundary into consequential actions.
Career Chronology (1983 — Present)
Founder and AI Architect — ENTRUST AI
Sole architect of five production governance SaaS products (APEX, CGM, The Pilcrow™, LUCID, Fractal Memory) plus RecipeGen™, each designed by me and built by directing AI coding agents under a strict engineering discipline: a failing test first, mutation testing, an independent second review, and an evidence run before release.
Rabbi, Author and Founder — Beit Arizal
Author of more than twenty published books under the Beit Arizal imprint, written across Hebrew, English, Portuguese, and Spanish.
Vice President of Technology / CTO, Brazil — NEXTEL International
- Ran all information technology for Nextel’s largest international market, responsible for São Paulo, Rio de Janeiro, and all emerging markets: an organization of up to 200 people in nine areas, headquarters and 30 cities, reporting to the President.
